Greed, pride, and honor forced a rivalry between all of the families. The cops and city officials are very much aware of the turf war, but some are too afraid to act or are corrupted and work for the family.
When a new property open up at the Waterfront, the families are placed in a bidding war to win it. You see, the place is an empty lot, but it holds a large property value. Each family have plans of their own for the lot. The true nature of the usage is, of course, a secret. Some families are willing to do anything to win that property. Anything! Even murder.
